Panel Discussion II "MEDIA DIVERSITY: Identity of free/community/tactical/sovereign media. Who, why, what and for whom?"

During the preparatory meetings of FM@dia Forum several times the question arouse, how do we want to call ourselfes - free media or community media (...)? How do we define these terms? In the end we decided not to try to find a common language but to present our diversity and to stress the common ground as well as our respect for different ways of activity in media.

The broad scale of media represented on this panel operate in the spheres and networks of Internet/radio/TV, feminist/environment/minority/civil-/human rights or electronic media art. Different circumstances (political, economical, (sub)cultural, social) in which the media are operating result in a multitude of approaches towards the term of "free-, community-, tactical- or sovereign media".
What are the aims and ideals of these platforms and to what extent are the various approaches corresponding?

The way how community and free media are representing and relating to
specific community aims and interests and how they are embedded in the
overall, local and international media scene has impact on the relevance and
efficiency of their agenda and social function.

What impact do/could they have on the public debate and on civil rights? How can they support, foster or even initiate free speech and media literacy?

Is there a need for European Free and Community Media networks? How should the role of such a network be defined, who should be represented? How could Community Media influence the media policy of the EU, What can be strategies towards the creation of a Community Media Fund?

Eva Thun: "Agency and access to media could be considered as the preconditions for
being able to formulate and publicly represent individual and collective
agendas (which are different form the mainstream ones) and could be
considered as a practical way of exercising human rights. Both agency and
access, however, are not constant or static but are rather �results or
stages� of such working processes (practices, strategies and
organisational structures) in which the participants have the opportunity
to sharpen their skills and develop their identities. Therefore, for our
purposes it would be the most useful to be able to find out:

- How to capture the diversity of practices and structures that enable and
facilitate participation, agency and access for a variety of individuals
and groups of people? (In the context and from the standpoint of
alternative / community / independent / third sector media.)

- Why and how to establish conditions for partnerships of different types
of organisations with respect to the identity of the different actors,
with the purpose of strengthening the advocacy potentials as well as
coalition building potentials?"

CandidaTV doesn't have her own antenna but we do production and dissemination of skills "to make your own Television" from 1999.

One of our main concern now is to cooperate and distribuite video production on line

The situation in Italy in this days is getting more and more paradoxical we have a brand new act, called Urbani Act, from the name of the Minister
of Culture who proposed it.
The act punish file sharing up to 4 years of jail (see the text at the end of the mail).
And just to have more fun, the pope is condemning file sharing as a sin (as paedophily).
the Church says that "The Devil hide himself into P2P networks"

What is Bluelink?
*A virtual network offering a broad variety of Internet based services for all who are interested in issues related to environment, natural resources, and sustainable development in Bulgaria.
*A place to post and obtain information about domestic and international environmental news, events, campaigns, activities, and projects.
*A forum to communicate and exchange ideas among environmentally concerned people from Bulgaria and all over the world.

Expectation on the panel: "We will identify the variety of the meanings that the term of free media implies across Europe. I have the feeling that sometimes moving east it loses both characteristics - freedom and ability to communicate. The issues you have already selected are very important and especially the part about the media policy and how the community media networks could influence the decision in broad political frame. Having the experience from the civil society electronic network trying to be an alternative and independent source of information regarding environmental matters I�ve seen that even good policy decisions could have slander outcomes and media policy is not an exception. Particularly in my country �Free media� or �community media� is not a legal term. And being treated equally as the commercial or mass media definitely allows a small pace of alternative development. That is why the Internet based environment is still most hospitable for the free media here."

5. Ivan Vesely (Dzeno Association, Cz)

Ten years ago, we had no idea we could have an online radio. Ten years ago hardly anyone knew what the internet was. We didn�t know what to expect, what was ahead of us but we secretly hoped for big things. Four years ago, a one-year project for Romany journalists was started and resulted in the existence of this online radio. The intention of Jarka Bal�ov� and Ivan Vesel� was to make the Romany seen and heard. Computer technologies have spread even among the Romany. We have succeeded and we are seen and heard: the Rota radio, the first Romany online radio in Europe (and worldwide) came into existence. Vojta Lavi�ka and Ivan Vesel� played the key roles from the conceptual point of view. It is a big leap forward. We bring you information in Czech, English and Romany. I think that everybody will find something interesting on our websites peppered with enchanting Romany music.
We will bring you the newest information cocerning life of the Romany. You can listen to Romany poetry and those listeners who are keen on prophecies and horoscopes will find interesting stuff in the Astrology and Magic section.

The main points of my presentation:

- concept of public communication from the point of view of
publicly presented and accessible agents and means of one-to-many and
many-to-many communication, as well as existing strategies of their use.

- Space of public communication is a hybrid media-physical space, where
artistic intervention can question and experiment with diverse structural
elements of nowadays public communication, such as its language, agenda,
means and methods, etc, and thus penetrating into public sphere.

- Art, or aesthetic agenda, regarding present development of concepts of
public sphere and public communication as alternative to mainstream media.

- Several examples of media art projects representing few basic strategies
of artists± engagement into public communication, including Debates&Credits,
ambient tv, superchannel.

8. Menno Grootveld (Proxi Vision, Nl)

Grootveld is co-founder of the former pirate TV channel Rabotnik TV as well
as co-founder of the festival for tactical media Next 5 minutes. For a while
he also participated in the art initiative Lost & Found, where he curated
the World Wide Media Art festival 2000 in Amsterdam. Grootveld is also
responsible for the conception and the realisation of Laboratory Italy / New
Models of Inspiration, a critical survey of new models of organized
resistance.
